It matters more if you’re the sitting ruler, but it does delegitimize the election process and may indicate that he is willing to use violence to take power.
I know nothing about Brazilian law but I do know politics. The main idea behind what he’s doing isn’t about laws, it’s about stirring up the violent people amongst his base. It’s sometimes called “stochastic terrorism”.
